Double click your view in your drawing. Or right click the view and find view properties. In there you will see scale. If you see 1:1 (sheet) for example. That means the view is the same as the sheet and will always update to match the sheet (which is preferred). Scale with the transform feature, but usually this option is only used to scale all the part uniformly (Generally to increase a part to create their mold, because the injected parts are compressed upon cooling after leaving the mold). Create a new context in the assembly if you want to scale a complete assembly.
